If you click on the scammer's profile, you'll see the three dots (...) in the top-right corner. Tap those, then select Report. (If they message you, don't reply - just report and block them.)
Unfortunately I can't attach a screenshot in a Substack comment, otherwise I would have shown you exactly where it is. Still, hope this helps.

Unfortunately, as far as I know, there isn't currently a way to see a list of everyone who follows you on Substack, so there's no way to go through and remove specific followers.
The good news is that these imposters following you aren't really the problem, so you don't need to keep a close eye on them. The real danger is if one of them contacts you privately pretending to be me. If that happens, don't engage — just report and block the account.
If anyone knows a feature I've missed, please jump in. I'd be happy to be proven wrong.
Click on your own profile . Then you can see your subscribers. Click on that and next to it there is a heading called followers you can see a list there. Fortunately I am too unimportant to be impersonated of maybe my aggressive South African personality discourages it. After all I was once reported to HR for allegedly threatening to beat up someone over the phone on another continent. If I did he deserved it he was a useless waste of time not doing his job and dragging the whole team down

I've seen several of these the last week or so and actually just emailed you as a Founder questioning this. (social media Newbie and avoider/dodger)
